- The Altoona Rail Kings signed pitcher Anthony Iasperro and infielder/outfielder Tony Webster. Iasperro, a righthander, pitched with the Welland AquaDucks last season. Webster played with the Mid-America League and Samford University.
April 23:
- The Catskill Cougars signed their first player, pitcher Brendan Kraham. The lefthander has played for the University of Vermont and Seton Hall.
- The Altoona Rail Kings signed their first pitcher, Doug Smyly. The righthander pitched for Western Kentucky University.
- The league office is seeking a copy of an ESPN SportsCenter tape from April 16, which mentioned the signing of former major leaguer Eric Yelding by the Altoona Rail Kings. Anyone who has a copy of the tape should contact Tim Whitman at the league office, 516/287-0557.
April 19:
- The Altoona Rail Kings signed outfielder Samuel Oliver and infielder John Smith. Oliver, from Tuscaloosa, Alabama, has played for the University of Alabama and the Spartanburg Alleycats of the defunct Atlantic Coast League. Smith played with the Houston Astros' rookie league team in Florida.
- A new logo for the Welland AquaDucks is now available on their page.
April 18:
- The Welland AquaDucks exercised their options on pitchers Vinnie Dell'Osio, Chris Hasty, Steve Hatfield, Brett Jones, and Jeff Marr as well as outfielders Al Marshall and Doug Shumway.
- The Altoona Rail Kings signed infielder/outfielder Eric Yelding. Yelding played for the Houston Astros from 1989 to 1992 and the Chicago Cubs in 1993. He spend the last two years in the Texas-Louisana League.
- The Altoona Rail Kings also signed infielder Travis Maxwell. The Trenton, NJ native has playted with the Newark Buffalos of the Frontier League and played in the Houston Astros instructional league in Kissimmee, Florida, this year.
- The Newark Barge Bandits exercised their options on pitchers Steve Haggard and Troy Hupp and infielder Steve Karolewicz. The defending league champions also signed catcher Rober Snook, who previously played in the Frontier League.
- The Altoona Rail Kings named Shawn McIntire their Director of Sales and Marketing and named Eddie Depp an Account Executive.

- The Newark Barge Bandits exercised their option on pitcher Brian Titus. Titus was 4-0 with a 3.79 ERA for the 1995 league champions.
April 2:
- The Altoona Rail Kings have new phone and fax numbers.
- Altoona has announced the signing of two players: outfielder Eric Burroughs and infielder Karun Jackson. Burroughs played with the Mobile Baysharks of the Texas-Louisiana League in 1995 and also played in the Cincinnati Reds organization. Jackson has played in the Chicago Cubs organization.
